Organization Act, Institute of Occupational Safety and Health

Council of Labor Affairs, Executive Yuan

Promulgated on May 8th, 1992

Article 1

The regulations are enacted according to Article 23 of Organization Act of Council of Labor Affairs.

Article 2

Institute of Occupational Safety and Health (IOSH) of Council of Labor Affairs (CLA), Executive Yuan takes charge of the following responsibilities:

1. Test and research on occupational safety technologies about mechanical, electronic, construction, and chemical areas
2. Survey and research on health danger factors of physical, chemical, biological, and so on
3. Survey and research on occupational disease prevention and epidemiology
4. Analysis and inspection of samples for labor working environment evaluation
5. Research on engineering control and improvement technology for labor working environment
6. Research, designated application, and correction on surveying instruments of occupational safety and health
7. Research, function identification, and inspection on personal protection equipment for occupational safety and health
8. Other research and consulting services for occupational safety and health  

Article 3

There are Occupational Safety Division, Analysis Method Division, Occupational Hygiene Division, and Occupational Medicine Division, in charge of responsibilities in previous article.

Article 4

The Secretariat takes charge of items, including documents, stamping, cashier, miscellaneous affairs, and not belonging to any other divisions

Article 5

IOSH places one director general on the position listed the 11 to 13^th grade, to supervise general mission of the Institute, and one deputy director general on the position listed the 10-12^th grade, to assist the Director to deal with overall affairs.

Article 6

IOSH places one chief secretary on the position of 10^th grade; four division heads, ex officio of researchers who have 12 to 16 persons, some five as 10^th grade and others as 9^th; office chief of 9^th grade; 18 to 22 vice researchers and one senior secretary of 8^th to 9^th grade; 3 specialists of 7^th to 8^th grade; 16 to 18 assistant researchers of 5^th grade and 5 to 7 officers of 4^th to 5^th grade, amongst 6 assistant researchers and 2 officers as 6^th to 7^th grade; and 1 to 3 clerks of 3^rd to 4^th grade.   

Article 7

IOSH establishes the Personnel office, placing one chief with position listed from 8^th to 9^th grade.  Officers shall be distributed from designated personnel quotas

Article 8

IOSH establishes the Accounting office, placing one chief on the position of 8^th to 9^th grade, to handle the items of annual budget, accounting and statistics according to laws. Officers shall be distributed from designated personnel quotas

Article 9

Personnel with listed grades in previous Article 5 to Article 8 shall be those qualified by the Civil Servant Employment Law, and employed according to position categories classified in Article 8 of the Civil Servant Employment Law.

Article 10

For business needs, IOSH may establish the Exhibition Hall of Occupational Safety and Health, with one chief ex officio of researcher.  Officers shall be distributed from designated personnel quotas

Article 11

The Act is stipulated and reported to CLA for approval.

Article 12

The Act comes into effect on the date of promulgation.
